Why not take vendor money
Every planning system on the leaderboard is made by a company that would like to be at the top of it. The board is only worth reading because none of them paid for it, and no amount of disclosure fixes a ranking whose host is funded by one of the entrants.
That is also why scoring criteria are versioned in public, why every change carries a written reason, and why each system is ranked within itself as well as overall — comparing a plan from one machine with a plan from another on monitor units compares two machines, not two planners.
What actually helps most
Money is not the bottleneck at this size — cases are. One de-identified CT and structure set from your department is worth more to this platform than a year of hosting, and the PHI gate means you can find out in minutes whether an export is safe to publish.
